145.A.55(d) — personnel record-keeping
(d) Personnel records (1) The organisation shall ensure that the following records are retained: (i) records of the qualifications, training and experience of the personnel involved in maintenance, compliance monitoring and safety management; (ii) records of the qualifications, training and experience of all airworthiness review staff. (4) Personnel records shall be kept for as long as a person works for the organisation, and shall be retained for at least 3 years after the person has left the organisation, or after an authorisation issued to that person has been withdrawn.
What it requires
145.A.55(d) is the record side of the competency duty in 145.A.30(e): whatever training a person receives, the organisation must be able to show it. Point (d)(1) covers two groups — everyone involved in maintenance, compliance monitoring and safety management, and separately all airworthiness review staff — and requires their qualifications, training and experience to be on file. Point (d)(3), not quoted above, adds that certifying-staff and support-staff records must also show any Part-66 licence held and the scope of their certification authorisation. Point (d)(4) sets the retention clock: records are kept for the whole time a person works for the organisation, and for at least 3 years after they leave or after any authorisation issued to them is withdrawn. Point (d)(5) gives staff a right to see their own records and to a copy on leaving.
Who it applies to
Everyone whose training and competency 145.A.30(e) and 145.A.35(d) require: personnel involved in maintenance, compliance monitoring and safety management, plus airworthiness review staff, certifying staff and support staff specifically.
