Part-145 training glossary

Plain definitions for the terms these guides and clause pages use, each anchored so it can be linked directly and traced back to the clause it comes from.

Continuation training: The further safety and human factors training that certifying staff and support staff must complete in each 2-year period under 145.A.35(d), keeping technologies, procedures, human performance and safety management knowledge current. Initial training: The safety training including human factors that AMC4 145.A.30(e) expects a person to complete before starting the job function, covering the GM1 145.A.30(e) syllabus. New directly employed staff working under direct supervision may complete it within 6 months of joining. AMC4 145.A.30(e)
Safety training including human factors: The training AMC4 145.A.30(e) requires under 145.A.30(e) to build staff competency in safety and human performance. Its syllabus, set out in GM1 145.A.30(e), covers eleven topics from safety risk management and human error to teamwork and the organisation's safety programme. AMC4 145.A.30(e)
Target Group: One of eight staff categories AMC 20-22 defines for EWIS training, from Target Group 1, staff performing EWIS maintenance, and Target Group 2, staff performing EWIS inspections, through electrical and avionic engineering, general maintenance, planning, service staff, flight deck crew and cabin crew. Phase 1: Fuel tank safety awareness training under Appendix IV to AMC5 145.A.30(e), for maintenance management, compliance monitoring, safety manager and authority staff. It runs before unsupervised work and within 6 months of joining, and may be delivered as a bulletin or self-study. Appendix IV to AMC5 145.A.30(e)
Phase 2: Fuel tank safety detailed training under Appendix IV to AMC5 145.A.30(e), for staff who plan, perform, supervise, inspect and certify maintenance of affected aeroplanes and fuel system components. It is an in-depth course, not self-study, ending with a multiple-choice examination with a 75% pass mark; 8 hours is acceptable compliance, repeated in each 2-year period. CDCCL: Critical Design Configuration Control Limitation: a fuel tank system airworthiness limitation item identified by the type certificate holder that maintenance must preserve. AMC5 145.A.30(e) names CDCCLs alongside EWIS as an example subject the organisation should assess the need for particular training on.
MOE: Maintenance Organisation Exposition: the document in which an organisation describes its scope of work, personnel and procedures, including training and competency assessment, as required by 145.A.70(a). It is approved by the competent authority. 145.A.70(a)
Competent authority: The authority that approves and oversees a Part-145 organisation and its Maintenance Organisation Exposition: an EASA member state's national aviation authority, or EASA itself for organisations whose principal place of business is outside a Member State's territory (145.1), and the UK CAA in the United Kingdom under SI 2023/588.
Certifying staff: Staff authorised under 145.A.35 to issue the certificate of release to service after maintenance. Together with support staff, certifying staff must receive sufficient training in each 2-year period under 145.A.35(d) to remain competent in relevant technologies, procedures and safety management. 145.A.35(d)
Support staff: Staff holding a Part-66 licence in the relevant categories who support certifying staff in base maintenance under 145.A.35, without themselves issuing the certificate of release to service. Support staff must receive sufficient training in each 2-year period under 145.A.35(d), the same requirement as certifying staff. 145.A.35(d)
Nominated person: A person nominated to the competent authority as responsible for maintenance, compliance monitoring or safety management under 145.A.30, and listed among the items an organisation's MOE must record under 145.A.70(a). Nominated persons must demonstrate a working knowledge of the regulation. 145.A.70(a)
Compliance monitoring: The function within an organisation's management system, required under 145.A.200, that audits compliance with Part-145 and the organisation's own Maintenance Organisation Exposition, an item the MOE must describe under 145.A.70(a). Compliance monitoring staff are also expected to feed findings into staff safety training. 145.A.70(a)
Competency assessment: The evaluation, required under 145.A.30(e) and set out in AMC1 and AMC2 145.A.30(e), of a person's on-the-job performance and/or knowledge testing, together with training and experience records. It runs before unsupervised work and continuously, and results are kept as records under 145.A.55(d). 145.A.30(e)
Part-147 organisation: An organisation approved under Annex IV (Part-147) to deliver Part-66 basic and type training and conduct basic knowledge examinations under 66.A.25(b). Part-147 approval is not required for 145.A.30(e) safety training, which AMC4 145.A.30(e) allows from the organisation itself, independent trainers, or any acceptable training organisation. Appendix I to Part-66, Modules 9 and 10
