Appendix IV to AMC5 145.A.30(e) — fuel tank safety training
C. Persons from affected organisations who should receive training: Phase 1 only: The group of persons representing the maintenance management structure of the organisation, the compliance monitoring manager, the safety manager and the staff who are directly involved in monitoring the compliance of the organisation. Personnel of the competent authorities who are responsible for the oversight of Part-145 approved maintenance organisations specified in paragraph B). Phase 1 + Phase 2 + recurrent training: Personnel of the Part-145 approved maintenance organisation who are required to plan, perform, supervise, inspect and certify the maintenance of the aircraft and fuel system components specified in paragraph A).
Phase 1 – Awareness: The training should be carried out before the person starts to work without supervision but not later than 6 months after joining the organisation.
Phase 2 – Detailed training. Type: It should be a more in-depth internal or external course. It should not take the form of a training bulletin, or any other self-study. At the end of the course, the trainees should be required to take an examination, which should be in the form of multiple-choice questions, and the pass mark of the examination should be 75%. […] A duration of 8 hours for phase 2 is an acceptable compliance.
Recurrent training: The organisation should ensure that the recurrent training is required in each 2-year period. The syllabus of the training programme referred to in Chapter 3.9 of the maintenance organisation exposition (MOE) should include the additional syllabus for this recurrent training.
What it requires
Appendix IV to AMC5 145.A.30(e) sets out fuel tank safety (FTS) training for large aeroplanes in scope of paragraph A (CS-25 aeroplanes certified after 1 January 1958 with 30 or more seats or 7,500 lb or more payload, or built to CS-25 Amendment 1 or later). It is a two-phase system. Phase 1 awareness must happen before a person starts working without supervision, and no later than 6 months after joining, and it may be as simple as a training bulletin or self-study session. Phase 2 is a materially different requirement: an in-depth internal or external course, never a bulletin or self-study, ending in a multiple-choice examination with a 75% pass mark; 8 hours is an acceptable duration. Continuation training then repeats within each 2-year period, with its syllabus set out in Chapter 3.9 of the MOE alongside the certifying-staff and support-staff training procedures the rest of Part-145 requires.

Phase 1 only reaches the maintenance management structure, the compliance monitoring manager, the safety manager and staff directly involved in monitoring the organisation’s compliance, plus competent-authority oversight personnel. Phase 1, Phase 2 and continuation training together reach personnel who plan, perform, supervise, inspect and certify maintenance of the aircraft and fuel system components in scope.
